For the Moscow theater attack, overriding suspicion and nefarious intent are two aspects of CONSPIRE that are linked. The overriding suspicion is that Putin immediately blamed Ukraine for the attack while there is evidence that the US warned Russia about an Israel lead attack on the theater. The nefarious intent is one, a terrorist attack and two, keeping Russian “dictator” Vladimir Putin in office to continue his nefarious actions as “president.”
